Users can't access a Domino Web server via the Internet
A firewall server often prevents users from accessing a Domino Web server via the Internet. If you have a direct Internet connection, you can ping the Domino server to see if you can access it. If you can ping the server but still can't access it, telnet to the server on port 1352 (see your telnet documentation for details on how to do this). If connecting with telnet fails, the firewall server may be blocking the TCP port.
